What role should the state play in public defense reform to ensure anyone accused of a crime gets an adequate defense?

The courts have found the old system of public defense to be unconstitutional. We are bound to reform the system. The state should facilitate the consolidation and utilization of resources between the counties that want to collaborate. Some counties have voiced their preference for continuing to provide public defender services on their own, and should be allowed to. Others have expressed their preference to work with other counties, while more rural counties may be unable to meet the standards set by the courts on their own. The state should facilitate a cooperative system administered primarily by these counties.
