Appropriations Committee Names New Subcommittee Clerks

House Appropriations Committee Chairman Hal Rogers today announced several changes to senior Committee staff for the 114th Congress.

"This next Congress will be a challenging one in the federal budget process, and we have a lot to get done in the next two years to return to regular order, responsibly and consistently fund the government, and ensure the best possible use of every tax dollar. These staffers are essential to this effort, and each one of them embodies the professionalism, expertise, and immense work ethic that will successfully steer the Appropriations process," Chairman Rogers said.

Rob Blair will take over as Clerk of the Subcommittee on Defense. Blair joined the Committee staff in 2003 after serving on the State and Foreign Operations Subcommittee on detail from the State Department. Most recently, Blair served as Clerk of the Energy and Water Subcommittee, which includes nuclear activities accounts within the Department of Defense. Blair has a Bachelor of Science from Cornell University, and graduate degrees from Tufts University and the Fletcher School of Law and Diplomacy.

Donna Shahbaz will take over as Clerk of the Energy and Water Subcommittee. Shahbaz has been Clerk of the Military Construction/Veterans Affairs Subcommittee since 2012, and has served on the Committee staff since 2007. She has a Bachelor of Arts from Syracuse University, and a Masters from Baylor University.

Maureen Holohan will take over as Clerk of the Military Construction/Veterans Affairs Subcommittee. Holohan has 14 years of experience on the Appropriations Committee staff, serving most recently on the Defense Subcommittee, where she had responsibility over intelligence accounts. Prior to that, she was a branch chief for defense and intelligence matters on the Committee's Surveys & Investigations staff. Holohan has a Bachelor of Science from the University of Maryland, College Park.
