Letter to Shawn Garvin, Regional Administrator at the Environmental Protection Agency - Consider Constituent Concerns over Keystone Landfill

Dear Mr. Garvin:

I understand that the Pennsylvania Department of Environmental Protection is currently reviewing a permit for expansion of the Keystone Landfill in Dunmore. The health and safety of my constituents is my top priority. I have been contacted by constituents regarding this permit and I am enclosing correspondence that I have received.

In response to my constituents' concerns, I ask that you please review this correspondence. I understand that EPA approved Pennsylvania's solid waste management program in 1994, thus the Commonwealth has responsibility for permitting and regulating landfills. I understand EPA's role may be limited in permitting the Keystone Landfill, but I request that you also consider any Federal role in oversight of the landfill, including compliance with Federal environmental laws such as the Safe Drinking Water Act and Clean Water Act.
