The Controller is the watchdog of the treasury and the State's chief taxpayer advocate.
1. Expand accounting oversight for the growing "special funds" section of California's budget.

a. Special funds have grown from 18% of General Fund spending in 2000-01 to a projected 42% in the current budget proposal. Taxpayers deserve to know if their tax dollars are being spent efficiently and effectively in these funds.

2. Increase Oversight of Fee Supported Programs.

a. Again, taxpayers deserve to know if the fees are being efficiently and effectively on those areas for which they are intended.
3. Audit 21st Century Project and FI$CAL.

a. These two projects have been a disaster, and we need to examine the process and implement changes that ensure projects like these are done on time, on budget, and with the desired outcome.
