The government may be closed, but the House of Representatives passed a number of bills this week to reopen our national parks and memorials, pay our National Guard members and reservists, reopen the National Institutes of Health and restart clinical trials, and fund veterans benefits.

Unfortunately, the Senate has yet to vote on these important spending bills. Since passing legislation earlier this week to protect our military service members from the shutdown, Senate Majority Leader Harry Reid has stubbornly refused to bring up any other partial funding bills. I'm disappointed that he won't follow the House's leadership and join us in reducing the impact of the shutdown on the most vulnerable Americans while we work toward reopening the government.

I spoke on the House floor Wednesday about the Senate's unwillingness to appoint conferees -- negotiators -- to meet with their House counterparts to negotiate an end to the shutdown. Obamacare will put out nation in even more fiscal jeopardy, and we cannot afford this intrusive government expansion. NO PAY DURING SHUTDOWN

I have asked the House of Representatives' chief administrative officer to stop my pay during the government shutdown. However, should the House be required by law to pay members of Congress, I will refund my pay to the U.S. Treasury for the duration of the shutdown, starting Oct. 1.

I continue to contribute personally and financially to numerous church and charitable organizations and believe that charitable donations and efforts should be driven by personal convictions and not political grandstanding.

OFFICE HOURS

My offices will be operating under rolling furloughs to ensure that essential functions of the 11th Congressional District of Texas continue during the government shutdown. The district offices will be open two days a week next week to ensure constituent services continue, and I appreciate your patience during this time.

Monday, Oct. 7 -- Brownwood and Llano
Tuesday, Oct. 8 -- Granbury and Midland
Wednesday, Oct. 9 -- Brownwood and Odessa
Thursday, Oct. 10 -- Granbury and Odessa
Friday, Oct. 11 -- Llano and Midland

SERVICE ACADEMY DEADLINE

The deadline for students to apply for a nomination to one of our nation's service academies is quickly approaching -- Oct. 23, 2013.

To be considered for an appointment to a service academy, an applicant must meet the eligibility requirements established by law and be nominated by a member of the U.S. House of Representatives or the U.S. Senate. You must live within the legal boundaries of the 11th congressional district to apply for a nomination from my office.

Four U.S. service academies require congressional nominations: the U.S. Air Force Academy, the U.S. Merchant Marine Academy, the U.S. Military Academy at West Point and the U.S. Naval Academy. The U.S. Coast Guard Academy does not require a nomination; please do not request a nomination to this academy.

Applicants must meet the following eligibility requirements and submit an application before Oct. 23, 2013 for the class of 2018 (freshmen entering in 2014):
Must be a United States citizen;
Must be at least 17 years old but not yet 23 years old on or by July 1, 2013;
Must be unmarried;
Must not be pregnant or have a legal obligation to support children or other dependents.
District 11 students requesting a nomination should mail a completed academy nomination application to Joanne Powell in my San Angelo district office by Oct. 23, 2013:
