Funding for K-12 makes up about 25% of the total budget. School administrators should have more flexibility in school curriculum, and should have more flexibility in providing better pay for teachers. There needs to be more innovation in education. Throwing money at the problem does not help. Parents should be able to use vouchers to send their children to the school of their choice.
