Location: Washington, DC

Congressman Brian Bilbray (CA-50), Mira Mesa Town Council and San Diego Unified School District have issued the following statements following the introduction of H.R. 4244, a bill to Cap Undo Regulatory Environmental Delay (CURED Act) for the proposed Jonas Salk Elementary School.

This bill places a deadline on U.S. Fish and Wildlife Service to issue a final determination for an elementary school that was approved for construction in 2003. Originally slated to begin serving students in 2006, the school has been delayed by an environmental lawsuit and various agency delays that have pushed its opening to 2014. The bill does not sidestep environmental review. The San Diego Unified School District has done its due diligence to protect the environment and provide for students. H.R. 4244 recognizes the school district's effort and ensures that the final determination to build the school is issued in a timely manner.

Congressman Brian Bilbray

"It should not take nearly a decade of government approvals to permit the building of a school. With nearly one in 10 San Diego residents out of work, this "shovel-ready' project has been the victim of bureaucratic regulatory delays. This has hurt students, deprived the community of park and much needed jobs. This bill ensures that the current timeline is kept to allow the school district finally build and open the community school."

Mira Mesa Town Council President, Ted Brengel

"The members of the Mira Mesa Town Council take great pride in balancing the needs of the community and its duties as an environmental steward. This project provides for the both students and habitat conservation, which constitutes is a win-win for all involved."

San Diego Unified School District Superintendent, Bill Kowba

"We appreciate this effort by the Congressman to help expedite this long delayed project."
