Governor Beebe Announces Intent to Grant Pardons

Governor Mike Beebe today announced his intent to grant nine pardons. An additional 83 clemency requests were denied and 46 had no action taken upon them. These include requests from both inmates and non-inmates.

The nine applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Marshall Baughn (Monticello): Commercial Burglary
This notice is issued based on the date of conviction (2002 - Drew County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Kendra Cooley (North Little Rock): Theft of Property
This notice is issued based on the date of conviction (1996 - Pulaski County District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Rozetta Evans (Conway): Theft of Property
This notice is issued based on the date of conviction (2006 - Faulkner County District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Steven K. Hardin (Cabot): Battery 3rd Degree
This notice is issued based on the date of conviction (1998 - Cabot District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application. This is a posthumous request.

Jeremiah Haynes (Dumas): Burglary and Theft of Property
This notice is issued based on the date of conviction (1981 - Jefferson County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Gregory Kincaide (Jackson, MI): Robbery
