The legislature should address crime and improve public safety in two ways: first, by tackling systemic issues that lead to higher crime rates and second, by investing in capabilities for law enforcement.

Invest in and expand programs that are working - like community policing councils and community-based intervention programs.

Upgrade crime-fighting technology and work with academia, technology industries, and other local experts.

Target criminals who are responsible for the majority of crimes and enhance penalties for crimes that feed others, like "chop shops."

Ensure that policing is responsive and encourages community and neighborhood participation.
