I believe that life begins when the woman becomes pregnant, and therefore, abortion is the unjustified taking of human life. I support legislation that protects the life of unborn children. The Constitution protects the freedom of the people to express their moral and religious views and their right to life. • Roscoe Bartlett. Rep. Roscoe Bartlett Optimistic After Leading Congressional Delegation Trip to Afghanistan. 8 March 2011. "I am very glad I went on this trip. I have come back optimistic about achieving the goal of starting a drawdown of our forces sometime in 2011 so that in 2014 we will be able to turn over security for Afghanistan to the Afghans. The Afghans and Americans share two key goals. We want to help them to stabilize their country. They want our help to stabilize their country. We want to leave Afghanistan. They don't want us to stay in Afghanistan. I don't expect much of a drawdown this year. I am hopeful for a rapid drawdown after Afghans assume full control [¦] As Gen. Petraeus notes, the surge is barely completed. We have made progress but it is fragile and reversible." (votesmart.org)
  • Roscoe Bartlett. Afghanistan War Powers Resolution: House of Representatives. 17 March 2011. "If our only reason for being in Afghanistan was to deny sanctuary to al Qaeda, I probably would have asked time from the gentleman from Ohio and be speaking from the other side, because when we are successful in Afghanistan, that will not have denied sanctuary to al Qaeda because they will simply go over into Pakistan. If not there, they'll go to Yemen and Somalia. If we leave Afghanistan now or if we leave Afghanistan before victory in Afghanistan, we will have sent a message to the world that their suspicions are really true, that all you have to do to the United States is make it tough for them and they will pull out. We did it in Beirut. We did it in Somalia. It is absolutely essential that we win here, or our credibility is gone forever as a major player in geopolitical things in the world. A second good reason for staying in Afghanistan is that if we can have a fledgling democracy there, that will send a very powerful message to the Middle East from which most of the world's oil comes. There is a lot of upheaval there, and a stable democracy in Afghanistan would be enormously important." (votesmart.org)

  • Roscoe Bartlett. Congressman Roscoe Bartlett Announces $52.1 Million in Federal Funding That He Secured for Projects by District Six and Maryland Companies. 21 June 2005. "As a senior member of the House Armed Services Committee and chairman of its Projection Forces Subcommittee, I discovered this year a number of items which were not included in the President's budget but are necessary technologies for the military. Funding for these important projects would not have been in the House bill except for my efforts. These additional provisions will improve our military capabilities while ensuring jobs for Marylanders. Now, more than ever, the men and women in our military need these additional tools so that we can win the war against terrorism abroad and prevent terrorist attacks at home." (votesmart.org)

  • Roscoe Bartlett. Congressman Bartlett Reviews Recent Developments. 30 July 2004. "Congress approved the Defense Appropriations Conference Report for funding our Armed Forces next year. The bill is awaiting the President's signature. I assisted in securing $79 million in federal funds within the bill for better tools and resources for our men and women serving in the military and jobs for Marylanders. Overall, the bill provides $416.2 billion in new discretionary spending authority for the Department of Defense for functions under the House and Senate Defense Subcommittees' jurisdiction. This includes $25 billion in emergency spending requested by the President for early fiscal year 2005 costs associated with operations in Iraq and Afghanistan. Is $1.6 billion below the President's amended FY 2005 budget request of $417.8 billion. Reflects an increase of $23.8 billion over amounts provided in FY 2004, excluding the FY 2004 Iraq Supplemental and the $25 billion Emergency Wartime Appropriation provided in FY 2005. Supports operations in Iraq and Afghanistan, provides the resources to prosecute the Global War on Terrorism, and increases funding for intelligence activities. Fully funds military pay, benefits, and medical programs." (votesmart.org)
  • Roscoe Bartlett. Hearing Of The House Armed Services Committee - Department Of Defense Budget Request For Fiscal Year 2010. 13 May 2009. "The challenges before us are great: We have two wars to fight and to win. We have the spread of violent extremism to roll back. We have what seems to be an ever-increasing array of new challenges to deal with, from high-tech cyber attacks to old-fashioned pirates. Last Thursday, President Obama submitted his budget request, which includes $533 billion for the Department of Defense, which represents an increase of 4 percent from last year. These are tough economic times. Everyone knows that. And so I'm encouraged to see some modest growth in the Defense spending, even as the president attempts to strike a fiscally responsible balance. Still, I expect that we will find that the Department of Defense will have serious and compelling unmet requirements. It will be incumbent upon us to recognize them and mitigate the risk that they represent." (votesmart.org)
  • Roscoe Bartlett. Letter to Rumsfeld Critical of Proposed National Guard Cutbacks. 6 February 2007. "The United States has the strongest military in the world due in large part to our commitment to an all-volunteer integrated force structure. The National Guard is an integral and vital component of our Global War on Terror. Anything less than a fully manned and equipped National Guard is unacceptable and during a time of war is perilous [¦] We are seriously concerned that the proposed cuts do not take into account our current operational and strategic needs. We ask that you reassess these proposals and present Congress with necessary justification before any decision to draw down National Guard manpower or equipment is finalized." (votesmart.org)
  • Roscoe Bartlett. Letter to the Honorable Robert Gates, Secretary of Defense, U.S. Department of Defense. 30 September 2010. "Recently Secretary Gates announced broad plans to reduce costs in the Department of Defense and re-appropriate those savings throughout the Department. As part of this plan, the Secretary announced three longer term projects and eight initiatives that he plans to begin implementing immediately. These eight initiatives have the ability to affect the Department, its ability to effectively fulfill its mission, and the security of the nation. A decision of this magnitude should not be made without careful reflection, supported by rigorous analysis. We have been told by the Department that the Secretary had several meetings and reviewed these decisions carefully. However, it seems clear that this decision did not carefully consider the national defense implications of such a change, nor is the decision substantiated with any sort of calculation of the direct and indirect costs to our national defense structure. In addition, no information has been provided by the Department to demonstrate any level of analysis, either financial or strategic, to determine what risks are being introduced into our national security strategy and how we are to mitigate these new risks." (votesmart.org)
  • Roscoe Bartlett signed the Americans for Tax Reform Taxpayers Protection Pledge. "I pledge to the taxpayers of the state of Alabama and to the American people that I will: ONE, oppose any and all efforts to increase the marginal income tax rate for individuals and business; and TWO, oppose any net reduction or elimination of deductions and credits, unless matched dollar for dollar by further reducing tax rates." • Roscoe Bartlett. Project Vote Smart: 2010 Maryland Congressional Political Courage Test. Selected "No" for: "5) Do you support using government funds in an effort to stimulate and improve the economy?"
  • Roscoe Bartlett. Congressman Roscoe Bartlett Emphasizes the Importance of Getting Money Out of Washington to Stimulate the Economy. 29 January 2009. "I am hopeful the Senate will quickly follow the lead of the House and move money OUT of Washington, DC and into the hands of people who will spend it much more wisely than government bureaucrats. That is the best part of the economic stimulus package approved today. I am also pleased that a significant portion of the money in this package is directed to provide tax relief to small businesses so that they can create jobs. Small businesses are the engine of our economy. Small businesses represent more than 99 percent of all employers, employing 51 percent of private-sector workers and 40 percent of workers in high-tech jobs. Small businesses produce 60 to 80 percent of all the new jobs. Senators need to remember that calling a policy proposal a stimulus doesn't mean that it will actually strengthen the economy. The federal government will be borrowing money from our children and grandchildren to pay for this stimulus package. To strengthen our economy, the stimulus package has to help entrepreneurs and small businesses make investments this year that will create new jobs." (votesmart.org)
  • Roscoe Bartlett. Issue Position: Economy. "On January 27, 2009, one day before the scheduled vote on the American Recovery and Reinvestment Act of 2009 (HR1 , also known as the Pelosi-Reid Plan) President Obama came to Capitol Hill and spent only one hour with the House GOP members. During this time I had an opportunity to voice my concerns to our new president about the effectiveness of HR 1. I am terribly concerned that we do not repeat the mistakes of our past and the ones which also caused a decade long recession in Japan. New and expanded government was not the solution then and it is not the solution now." (votesmart.org)
  • Roscoe Bartlett. Congressman Bartlett Says Democratic Majority Ends 2009 The Same Way It Began By Spending Our Children's Money On More Big Government. 15 December 2009. "Today, the House voted to increase the national debt another $290 billion by raising our debt ceiling to $12,394,000,000,000. That's 12 and a quarter trillion dollars -- $39,000 for every man, woman and child in America. But it's actually worse than that. If Congress used the accrual accounting method required of businesses instead of Enron-style accounting, we would have to admit to taxpayers that total federal government liabilities are more like $60 trillion. Then the Congressional Majority turned around and approved another $150 billion in deficit spending for a second stimulus bill. Just like the first $1 trillion stimulus bill, the second one spends most of the borrowed money on government workers. Keeping government workers employed doesn't create new jobs. Only a revival of private sector job creation will restore our economy." (votesmart.org)

  • Roscoe Bartlett. Rep. Roscoe Bartlett Says "Let Your Voice Be Heard" and Force Congress to Cut Spending. 25 June 2011. "The solution to the spending problem in Washington won't come from the President and the Democratic majority in Congress because they want to spend more, not less. We can't reduce our $13 trillion National Debt and prevent a debt crisis like Greece and the EU unless we start cutting spending now." (votesmart.org)

  • Roscoe Bartlett. Issue Position: Education. 11 November 2011. "As a teacher for 23 years, I understand the importance of the investment in our educational system. Our future leaders will not have the skills to compete in a global economy or at institutions of higher learning if we do not maintain fundamental as well as competitive educational resources within our local schools [¦] I am concerned that the federal dollars, which make it to our school systems, come with significant strings attached. Our federal government should have a limited role in our educational system, as local control of education is paramount to the future success of our children. While federal efforts are often touted as effective and innovative, many have mutated into burdensome mandates to financially blackmail our schools into compliance. We must return control to the teachers, parents, and school administrators wherever possible, because I know that your potential impact on our youth is unrivaled by any bureaucrat in Washington, D.C. or Annapolis, Maryland." In the 110th Congress, I have reintroduced the Citizens' Self-Defense Act of 2007 (H. R. 73), which protects the right of all Americans to own a gun and use it in the defense of self, family and home. The Citizens' Self-Defense Act reaffirms the Second Amendment right to keep and bear arms and puts criminals on notice that law abiding citizens can and will use deadly force, if necessary, to defend themselves, their family or their home. If we are to honor and uphold our Constitution, this right cannot be infringed." (votesmart.org)
  • Roscoe Bartlett. Issue Position: Gun Rights. "In District of Columbia v. Heller, the Supreme Court of the United Sates ruled that an individual's right to possess a firearm and use it for self-defense in the home, is protected by the Second Amendment of the Constitution. This reaffirms the need for a federal statute in support of the Supreme Court's decision. It is illogical and unfair that current crime prevention tactics intend to make society safer by denying law abiding citizens the right to defend themselves with a firearm. Such policy fails to recognize that criminals, not guns, cause crime and violence. Making guns more difficult to obtain legally will only expand the black market, the primary source of firearms for criminals." (votesmart.org)
  • Roscoe Bartlett. Issue Position: Second Amendment. "The authors of our Constitution were very clear, 'A well regulated militia being necessary to the security of a free State, the right of the people to keep and bear Arms shall not be infringed.' Clearly, the intention was not only to allow the citizenry to defend against an oppressive government. The framers of the Constitution believed that by providing for their own defense, law abiding citizens should share in the responsibility of maintaining law and order. The anti-gun lobby fails to recognize that denying law-abiding citizens the right to own firearms only serves the interests of criminals." (votesmart.org)

  • Roscoe Bartlett. Congressman Roscoe Bartlett Opposes Flawed Immigration Bill. 16 December 2005. "We need a comprehensive immigration reform bill after more review, scrutiny and debate. When Congress rushes, the American public loses. We need to penalize rather than reward illegal immigration. There are also national security concerns. We need to both find and deport dangerous illegal aliens within our borders and improve border controls to reduce illegal immigration and stop terrorists from coming into this country. We need a credible and reliable employment verification system." (votesmart.org)
  • Roscoe Bartlett. Issue Position: Immigration. "We are a nation of laws and we must enforce these laws not only for the safety of our nation and its citizens but, also, to signify that as a nation we do not reward illegal behavior. Ineffective immigration policy translates to a loss of jobs, lower wages for American workers and drastically increased costs to government. I have voted against and oppose amnesty for illegal aliens. Amnesty would undermine America's foundation as a country based upon the rule of law. I support legislation to improve enforcement of existing laws against illegal immigration. That is why I have supported bills to increase and improve border security, including building more and better fences along part of our southern border crossed by most illegal immigrants." Key U.S. concerns regarding Pakistan include regional terrorism; weapons proliferation; the ongoing Kashmir problem and Pakistan-India tensions; human rights protection; and economic development. A U.S.-Pakistan relationship marked by periods of both cooperation and discord was transformed by the September 2001 terrorist attacks on the United States and the ensuing enlistment of Pakistan as a pivotal ally in U.S.-led counterterrorism efforts. Top U.S. officials regularly praise Islamabad for its ongoing cooperation, although doubts exist about Islamabad's commitment to some core U.S. interests in the region. Pakistan is identified as a base for terrorist groups and their supporters operating in Kashmir, India, and Afghanistan. Pakistan continues to face serious problems, including domestic terrorism and human rights violations. Since late 2003, Pakistan's army has been conducting unprecedented counterterrorism operations in traditionally autonomous western tribal areas." (votesmart.org)
  • Roscoe Bartlett. Issue Position: Improving Our Terrorism Defenses. "My highest priority is strengthening our Armed Services and intelligence capabilities to track down, eliminate or capture terrorists overseas instead of here at home. Fort Detrick in the Sixth District is leading America's efforts to improve our defenses and deterrence against biochemical terrorist attacks. Strengthening our border, port security and law enforcement capabilities including reducing illegal immigration will make it harder for terrorists to attack the United States. Businesses should increase the security of their facilities and operations. To further deter terrorism, all Americans should be more vigilant to report potential threats and become better prepared to respond to attacks." (votesmart.org)
  • Roscoe Bartlett. Rep. Roscoe Bartlett Says the Death of Osama bin Laden is not the End of War Against Americans. 2 May 2011. "Osama bin Laden's death is a huge psychological victory for Americans. However, the fact that Osama bin Laden had been living for months in a million dollar compound surrounded by Pakistani military facilities and personnel makes it clear that bin Laden's death is not the end of the war against the United States and our allies by al Qaeda and other terrorist organizations. Americans need to understand that there are thousands of others prepared to take his place. Many sympathetic to bin Laden's cause will be emboldened by his death. It's hard to believe that people in power in Pakistan had no idea that someone like Osama bin Laden was there." (votesmart.org)

  • Roscoe Bartlett. Issue Position: Social Security. 11 November 2011. "As a senior citizen myself, I am dedicating myself to preserving Social Security for current and future generations. Over the years, the list of concerns over Social Security has been growing. As with many government programs, Social Security frequently suffers from lack of supervision and oversight. Social Security is projected to be bankrupt by 2042 as more baby boom generation workers continue to retire and life expectancy increases. Although there are currently no plans to reform Social Security, this will most certainly be an issue as the fund continues to run out. Please rest assured, my priorities are not to further a political agenda, but to preserve Social Security for the benefit of our nation's seniors." (votesmart.org)
  • Andrew Schotz. Bartlett Takes Questions At Town Hall Meeting: The Herald Mail. 17 August 2010. "On the possibility of privatizing Social Security, Bartlett said people should be free to invest their own money. 'This year, for the first time, Social Security paid out more than it took in,' Bartlett said, adding that the tipping point occurred sooner than expected." (articles.herald-mail.com)

6) Other or expanded principles
Any public discussion on spending must include a discussion about entitlement spending that is why I am a cosponsor (one of only 12 members of Congress) of the only bill before Congress that addresses comprehensive entitlement reform, Road Map for America?s Future, HR 4529. It provides health and retirement security, lifts the debt burden and promotes job creation. While this not a popular bill yet, its remedies will help avert a major debt crisis.
My record in Congress reflects that I support abolishing the current tax code and replacing it with a "Fair" Tax. I would also support replacing the current system with a "Flat" Tax although I prefer the "Fair" Tax system.

No c) Do you support increasing the federal minimum wage?

Job training programs are best administered on a local level.

No b) Should Congress regulate indirect campaign contributions from corporations and unions?
Yes c) Do you support removing all contribution limits on federal campaigns?
No d) Should candidates for federal office be encouraged to meet voluntary spending limits?
Yes e) Do you support giving the President the power of the line item veto for items concerning appropriations?
No f) Do you support limiting the President's ability to define how legislation is applied through the use of signing statements?
Regarding campaign financing, we need full disclosure--complete transparency-- of all the contributions made to a campaign and how campaign monies are being used. The voters then can decide for themselves for whom to vote.
No a) Do you support capital punishment for certain crimes?
Yes b) Do you support programs that provide prison inmates with vocational and job-related training and job-placement assistance when released?
Yes c) Do you support programs that provide prison inmates with substance abuse treatment?
Yes d) Do you support reduced prison sentences for non-violent offenders?
No e) Do you support mandatory prison sentences for selling illegal drugs?
While I do not support mandatory sentences, I believe that sentences should not only reflect the crime but also be served. We have a real problem when violent offender are given time off for good behavior and never serve the sentence that they were initially given. Jail time should mean something. We need judges that are willing to revoke parole and send convicted offenders back to prison when they violate their probation agreements. We have a good police force system which is not being backed up by the judicial system.
No a) Do you support federal education standards and testing requirements for K-12 students?
No b) Do you support federal funding for universal pre-K programs?
No c) Do you support federal funding for charter schools?
No d) Do you support federal funding for K-12 school vouchers?
No e) Do you support the federal government providing college students with financial aid?
Education is best and more efficiently administered on a local level with parents and teachers being the primary decision makers. Federal one size fits all programs waste money and target resources where they may not be needed.
No a) Do you support enacting environmental regulations aimed at reducing the effects of climate change?
No b) Do you support international emissions targets aimed at reducing the effects of climate change?
No c) Do you support allowing energy producers to trade carbon credits under a "cap and trade" system?
Yes d) Do you support strengthening fuel efficiency standards on all gasoline and diesel-powered engines, including cars, trucks, and sport utility vehicles?
Yes e) Do you support domestic oil exploration in federally-protected areas?
Yes f) Do you support federal funding for the development of alternative energy?
Yes g) Do you support the development of nuclear reactors?
The energy issue is not only a domestic issue but a security issue as well. I advocate policies to support a transition from dependence upon finite fossil fuels, particularly imported oil, to domestic renewable resources. To accomplish this, we need to provide incentives for conservation and energy efficiency and we need to be careful that biofuels do not reduce food supplies.
No a) Do you support restrictions on the purchase and possession of guns?
Yes b) Do you believe that the Second Amendment guarantees the right of individual citizens to own guns?
Yes c) Do you support allowing individuals to carry concealed guns?

Law abiding citizens have a Constitutional right to "keep and bear Arms."
No a) Do you support a publicly-administered health insurance option?
Yes b) Do you support expanding access to health care through commercial health insurance reform?
Yes c) Should the federal government expand eligibility for tax-free medical savings accounts?
Yes d) Do you support monetary limits on damages that can be collected in malpractice lawsuits?
Yes e) Do you support relaxing regulations on the importation of prescription drugs?
I did not vote for the Obama Health Care Law and I support repealing it. Regarding D- I support punitive limits on damages.
No a) Do you support a pathway to citizenship for illegal immigrants?
No b) Do you support decreasing the number of legal immigrants allowed into the country?
Yes c) Do you support establishing English as the official national language?
Yes d) Do you support the enforcement of federal immigration laws by state and local police?
By "pathway to citizenship" I believe you mean amnesty and I oppose amnesty. Bad behavior should not be rewarded. Regarding C, my voting record reflects that I support establishing English as the official national language. Regarding D, I have assisted our local Sheriff with the establishment of 287g program --the only one in the state.
Yes a) Do you support United States military action in Afghanistan?
Yes b) Do you support increasing military assistance for Afghanistan?
Yes c) Do you support increasing economic development assistance for Afghanistan?
Yes d) Should the United States continue to strike suspected terrorist targets in Pakistan?
Yes e) Do you support granting aid to countries when it is in the security interests of the United States?
Yes f) Should the United States support the creation of a Palestinian state?
Yes g) Do you support increasing sanctions on Iran if it continues to defy United Nations mandates?
Yes h) Do you support the withdrawal of United States troops from Iraq?
Yes i) Do you support the United States' involvement in free trade agreements?
I would like to qualify my answers to a, b, and c. I support the mission in Afghanistan to the extent that we are focused on defeating those that mean our country harm. My job in Congress is to ensure that the troops have the necessary weapons and equipment. Any increases in military assistance should be focused on our troops and any economic development assistance must be tied to our goals.
Yes a) Should marriage only be between one man and one woman?
No b) Do you support allowing openly-gay men and women to serve in the United States military?
Yes c) Do you support federal funding for embryonic stem cell research?
Yes d) Should the federal government end affirmative action programs?
Regarding question "C", I support embryonic stem cell research only when it does not destroy the embryo. I have a PhD in Human Physiology and I know it can be done. Medical innovation should not involve destroying life.
My priorities are 1-maintaining our second to none defense, 2- formulating energy policies that address our dependence on finite fossil fuels, and 3- passing legislation which addresses our national debt, such as the Road Map for America's Future. My first two priorities depend on investments in basic research and development. To paraphrase Calvin Coolidge, America's business is business. Our country's economic engine depends on innovation. Innovation depends on our preeminence in the sciences which we cannot afford to lose. Any government incentives in basic research and development would be repaid by the economic gains we as a country would reap.
