What is the Political Courage Test?

Pennsylvania State Legislative Election 2018 Political Courage Test

Pro-choice a) Do you generally support pro-choice or pro-life legislation?
Yes b) Should abortion be legal when the pregnancy resulted from incest or rape?
No c) Do you support the prohibition of public funds for organizations that perform abortions?
I believe abortion should be safe, legal and as rare as possible. Everything should be done to provide education, pre-natal healthcare, and pre-K education. Too often people concentrate on birth but not why the pregnancy happened or what happens to the new born child. I am old enough to have lived through illegal abortions. It hurts the poor most of all and results in thousands of mothers dying. We should not return to those dark days.

Budget Stabilization:Indicate which proposals you support (if any) for balancing Pennsylvania's budget.

Yes a) Reducing state employee salaries AND/OR pensions?
No b) Instituting mandatory furloughs AND/OR layoffs for state employees?
No c) Reducing benefits for Medicaid recipients?
Yes d) An income tax increase on any tax bracket?
I support reducing the size of the legislature and making it a part-time institution. Their pay has gone up 25% in the last 12 years. State agencies have been reduced in size to the point where they barely function. Two thirds of the elderly in nursing homes depend on Medicaid. Reducing Medicaid would put them on the street. Unfortunately in PA the constitution prevents a graduated income tax. There are plans out there that would legally focus an increase on those with more means leaving working class people alone.
Yes a) Do you support any limits on campaign contributions to state candidates?
Yes b) Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes c) Do you support the use of an independent AND/OR bipartisan commission for redistricting?
No d) Do you support requiring a government-issued photo identification in order to vote at the polls?
Yes e) Do you support allowing early voting in Pennsylvania?
Yes f) Do you support reducing the size of the Pennsylvania General Assembly?
Candidates should not be allowed unlimited campaign contributions. Legislators should also not be allowed to accept unlimited gifts. I support any action that would make it easier to for people to vote. Our voter participation level is an embarrassment. While I support making the house smaller, I think it would be better to make it a part-time legislature with a very small payment for service. Perhaps like the $100 that is paid in NH.
Yes a) Do you support capital punishment for certain crimes?
Yes b) Do you support the legalization of marijuana for recreational purposes?
Yes c) Should a minor accused of a violent crime be prosecuted as an adult?
No d) Do you support the enforcement of federal immigration laws by state and local police?
Yes e) Should school safety meetings be made available to the public?
If a minor is tried as an adult, there should be some later review to see if it would be appropriate to release the individual. Enforcement of federal immigration laws by local police breaks down any trust that the immigrants will have for the police. This can lead to their being abused and not reporting it. It is important to involve the community as much as possible in school safety. Certainly there might be some things held back but that should be minimal.
Yes a) Do you support state government spending as a means of promoting economic growth?
No b) Do you support lowering state taxes as a means of promoting economic growth?
Yes c) Do you support reducing state government regulations on the private sector?
Yes d) Do you support expanding access to unemployment benefits?
No e) Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
Yes f) Do you support an increase of the minimum wage of Pennsylvania?
Yes g) Do you support increasing state funding for road repairs?
The state must balance its budget and it cannot afford to reduce taxes in some misguided thought that things will trickle down. I generally support reduced regulations, however, some industries like extraction and pipelines, need to be regulated tightly. I support providing drug rehabilitation, not penalization. We do not drug test to carry concealed weapons in public. Are welfare applicants more dangerous? The minimum wage should increase to $15. People working full time should be able to make a living. The gas tax was supposed to be used for road repairs. $800 million isn't.
Yes a) Do you support adopting federal education standards in Pennsylvania?
No b) Do you support state funding for charter schools?
Yes c) Should immigrants unlawfully present in the United States who graduate from Pennsylvania high schools be eligible for in-state tuition at public universities?
No d) Do you support providing virtual charter school alternatives to all K-12 students?
As a former teacher and special assistant in the department of education, I believe in public schools. A few charter schools live up to what they are supposed to be and those could be funded. Most do not. Cyber charter schools are a failure in PA. Local school districts can provide a virtual alternative but the cybers should be shut down. I have no problem with federal education standards. Local boards determine the curriculum. People move between states and the varying state standards make it tough on kids. My daughter was in high school in three states.
Yes a) Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes b) Do you support state government regulations of greenhouse gas emissions?
Yes c) Do you support increasing state funding for clean drinking water initiatives?
We must protect our environment. Climate change is changing the face of PA. We must start planning now for how we are going to cope with the weather of Atlanta in 2050.
Yes a) Do you generally support gun-control legislation?
Yes b) Should background checks be required on gun sales between private citizens at gun shows?
No c) Should teachers be allowed to bring guns into the classroom?
Yes d) Should a license be required for gun ownership?
I am a gun owner who was trained extensively in the US Army. I believe in responsible gun ownership. Universal background checks are needed. We do not need guns in schools. Requiring a license and possibly insurance for gun ownership would not be a bad idea. The largest magazine I was issued in the Army was 10 rounds. Why do civilians need 30 or 150 round magazines. It is easier to get a concealed carry permit in PA than it is to get a motorcycle permit. I would like to see training and currency requirements to carry.
Yes a) Should the state government increase funding for treatment facilities to combat opioid abuse?
Yes b) Do you support Medicaid expansion through Pennsylvania's health care programs?
Yes c) Do you support requiring individuals to purchase health care insurance?
Yes d) Do you support legislation that grants citizens the right to choose to die through euthanasia?
No e) Do you support eliminating religious exemptions for vaccinations?
Vaccinations are critical to keeping our society free of diseases. Every effort should be made to educate people of their importance. I would stop short of religious exemptions but not getting them could impact their ability to attend public schools. We need a national system of healthcare. Our current system only benefits the insurance companies.
Yes a) Do you support the inclusion of sexual orientation in Pennsylvania's anti-discrimination laws?
Yes b) Do you support the inclusion of gender identity in Pennsylvania's anti-discrimination laws?
Yes c) Do you support greater efforts by Pennsylvania state government in closing the pay gap between men and women?
It is time to get past issues of sexual orientation or gender. No one should be discriminated against. I cannot think of any valid reason to allow discrimination. The basic premise of the Bible is to love thy neighbor. Done.
1) Reduce inequality between schools and reduce property taxes. I would do this by consolidating districts at the county level. My 4-step plan is on my website. 2) Make the legislature part-time so it is not a career and adopt Governor Wolf's policy of no gifts. 3) Allow schools and municipalities to tax pipeline companies for the value of their pipelines.
