See website. Except for f), the others need case by case study. A general answer adds no information. For example, as I said earlier, the federal government should cease paying for education continuing operations (teacher salaries, etc.). However, due to the importance of education, perhaps more focused research and coordinating between states by the federal government is needed. So one program decreases, one program increases, both in education.
See website. The tax code need a total overhaul. Income tax should be paid by all, credits and deductions eliminated and tax brackets revised. A total revision would bring in more money but many brackets would be lower. Gas tax is a user tax and should pay for the highway system. Other user taxes like alcohol should be examined to see if they are too high or too low.
