The challenge with a road usage fee for zero/low emissions vehicles is how to capture funds from out of state vehicles. I am actively working on this new structure to replace the existing road toll/gas tax.

My answer to (e) depends on the method. It should be easy to register. Having said that, New Hampshire requires no registration prior to voting. The method for automatic registration would have to be at least as secure as our current system. Additionally, if we sign up everyone and they choose not to vote, we are creating a bit of overhead for supervisors of the checklist when it comes time to purge.

Answer to b - It completely depends on the circumstances. If two teenagers get into a fight without serious injury, no. If a 17 year old plans a murder and carries it out, yes. The decision should also be based on whether there are prior convictions. Answer to c - They should not actively work on it. They should also not ignore violations when apprehending suspects

Western NH is starved for effective public transportation. I am looking for new millennium solutions that are cost effective. We can do better than buses and trains.
Eliminating the reduction of education stabilization grants is my highest priority. The next step is to pass a funding formula that allows targeted aid to property poor municipalities. Once those are done, we will know he cost and can decide how to fund it. requiring that it be funded and for how much is the first step.
