Title: Eliminating Non-Operating School Districts
Vote to pass a bill that requires all non-operating school districts to be eliminated and merged with the school district to which it currently sends its students.
-Defines a non-operating school district as a district that sends its students to the nearest school district and has no students attending school within the district (Sec. 1-2). -Requires all non-operating school districts to be eliminated and merged with the district with which it participates in a sending-receiving relationship (Sec. 2). -Requires that, if the non-operating district sends students to more than one district, the executive county superintendent must determine with which district the non-operating district will be merged (Sec. 2). -Requires that the merged school districts be considered separate school districts for the purposes of calculating state school aid (Sec. 4). -Requires that if the new district does not have a Board of Education, then a new one will be created with the same number of members as the non-operating school district, and provides for term requirements for these new members (Sec. 5). -Turns over responsibility for all documents, records, and books of the non-operating district to the new district (Sec. 7). -Turns over control of the non-operating districts grounds and buildings to the government of the municipality in which it is located (Sec. 7). -Takes effect immediately upon passage (Sec. 11).
