Vote Smart's Synopsis:

Vote to adopt a constitutional amendment prohibiting local governments from increasing or levying new taxes which are not authorized by the law.

Highlights:

- Requires any new taxes or increase in current taxes, licenses, or fees to be approved by the majority of qualified voters in a county or subdivision (sec. 22 (a)). - Excludes taxes imposed for the payment of principal and interest on bonds or contract obligations (sec. 22 (b)). - Representative Portwood offered House Committee Substitute, 03/11/2008.

NOTE: THIS IS A SUBSTITUTE BILL, MEANING THE LANGUAGE OF THE ORIGINAL BILL HAS BEEN REPLACED. THE DEGREE TO WHICH THE SUBSTITUTE BILL TEXT DIFFERS FROM THE PREVIOUS VERSION OF THE TEXT CAN VARY GREATLY.

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES APPROVAL BY A SIMPLE MAJORITY IN THE HOUSE AND THE SENATE, AND THEN APPROVAL BY A SIMPLE MAJORITY OF VOTERS DURING AN ELECTION.
