Title: Redefining Partial-Birth/Late-Term Abortion
Vote to pass a bill that redefines "partial-birth/late-term abortion", a class C felony under Alaska law, so that it is consistent with the federal definition.
- Defines "partial-birth/late-term abortion" as the deliberate and intentional partial vaginal delivery of a living fetus and performing an overt act that the person knows will kill the fetus (Sec. 1). - Adds additional language to the definition to specify that a "partial vaginal delivery" is when the entire fetal head is outside of the mothers body in the case of a head-first presentation, or any part of the fetus past the naval in the case of a breech presentation (Sec. 1). - Replaces the original definition which read "an abortion in which the person performing the abortion partially vaginally delivers a living fetus before killing the fetus and completing the delivery" (Sec. 1).
