Vote to pass a bill that would legalize the use of marijuana for medical purposes.
Highlights:
- Allows each eligible patient receiving medical marijuana to possess 2.5 ounces (sec. 2).
- Defines an eligible patient as a person who suffers from either cancer, glaucoma, acquired immune deficiency syndrome (AIDS), hepatitis C, Tourette's Syndrome, human immunodeficiency virus (HIV), multiple sclerosis, Chrohns disease, Alzheimers, a chronic or debilitating disease, or any other condition approved by the commissioner (sec. 2).
- Requires written certification from a health practitioner attesting that the health benefits of marijuana use outweigh the risks (sec. 4).
- Provides for an identification card to be issued to qualified patients as well as primary caregivers (sec. 4).
- Establishes that registered non-profit organizations can provide marijuana and grow up to twelve plants per patient (sec. 9).
- Requires background checks for all caregivers and non-profit employees (sec. 4, sec. 9).
- Establishes that any fraudulent attempt to obtain medical marijuana will be considered a felony and subject to a $10,000 fine, up to 5 years in prison, or both. Includes penalties for dispensing to non-certified customers (sec. 4).
