Title: Advanced Research Opportunities Amendment
Vote to adopt an amendment to initiate a four-year pilot grant program for NASA to promote research, development, testing and evaluation at minority-serving institutions.
- Establishes a grant program for the development of physical facilities and infrastructure at minority institutions for the performance of research, development, test, and evaluation projects pursuant to NASA prime contracts (Sec. 706).
- Requires that all grants issued must be matched by a third party other than the Federal Government (Sec. 706).
- Requires the administrator of the program to enter into a cooperative agreement with a non-profit organization in order to develop relationships between industry, minority institutions, and other entities (Sec. 706).
- Authorizes $4 million to be used in support of such grants for each of fiscal years 2006 through 2009 (Sec. 706).
