Title: Public Safety and Second Amendment Rights Protection Act of 2015

Vote to adopt an amendment to HR 3762 that expands background check requirements for firearms purchased at gun shows and online.
Highlights:
- Prohibits an individual who is not a licensed dealer, manufacturer, or importer from transferring a firearm to another unlicensed individual at a “gun show” or pursuant to an internet advertisement, with certain exceptions including, but not limited to, a transfer made between relatives (Sec. 222).
- Defines “gun show” as an event at which 75 or more firearms are offered for sale, exchange, or transfer, if at least 1 firearm has been shipped in or affects interstate or foreign commerce, not including a personal collection (Sec. 222).
- Requires a licensed dealer to wait to transfer a firearm to an unlicensed individual at a gun show until 48 hours after the dealer contacts the National Instant Criminal Background Check System (NICS) (Sec. 222).
- Reduces the waiting period to transfer a firearm at a gun show to 24 hours after 4 years have elapsed since the effective date of this bill (Sec. 222).
- Requires an individual who transfers or attempts to transfer a firearm in violation of the provisions of this bill to be fined, imprisoned up to 5 years, or both (Sec. 223).
- Requires the NICS to complete a background check on a firearm transfer that originates from a gun show before the system completes a check on a transfer that did not originate from a gun show (Sec. 222).
- Specifies that the provisions of this bill do not authorize the establishment of a federal firearms registry (Sec. 203).
