Title: Prohibits Common Core Curriculum Standards

Vote to pass a bill that prohibits further implementation of the Common Core education standards and establishes a council to review content standards.

Highlights:
  • Prohibits the state from adopting federally prescribed content standards or national content standards established by a consortium of states or a third party (Sec. 1).
  • Establishes the “Content Standards Advisory Council” to convene every 2 years to review the proposed changes to content standards by the State Board of Education in the following core subject areas (Sec. 1):
    • Mathematics;
    • English language arts;
    • Science; and
    • Social studies.
  • Requires the Council to consist of 17 individuals who meet the following criteria and serve a term of 2 years with 1 potential reappointment (Sec. 1):
    • 9 parents or grandparents representing public school students appointed by the governor, lieutenant governor, and speaker of the house of representatives;
    • 3 current or retired teachers appointed by the governor;
    • 3 individuals who have taught for at least 5 years at a postsecondary institution appointed by the governor; and
    • 2 individuals representing the private-sector appointed by the lieutenant governor and speaker of the house of representatives.
  • Authorizes the Council to propose changes to the content standards proposed by the State Board of Education (Sec. 1).
  • Requires State Board of Education and the Council to conduct meetings in accordance with Georgia open and public meetings laws (Sec. 1).
  • Requires the Council to perform a review of the content standards in mathematics before May 31, 2015 and implement the changes by the beginning of the 2016-2017 school year (Sec. 1).
  • Requires the Council to perform a review of the content standards in English language arts before May 31, 2016 and implement the changes by the beginning of the 2017-2018 school year (Sec. 1).
  • Authorizes a local school system to determine its curriculum and instruction without constraint, including returning to curriculum and instruction aligned with the former Georgia Performance Standards that were in effect in June 2010 (Sec. 1).
