Title: Prohibits Unauthorized Medical Provider Reimbursement Reductions
Vote to pass a bill that prohibits Medicaid managed organizations from reducing certain provider reimbursement rates without approval from the Department of Human Services.
- Requires a health care maintenance organization to obtain approval from the Commissioner of Human Services before reducing reimbursement rates of individuals who are eligible for medical assistance (Sec. 1).
- Specifies that the approval of the Commissioner is subject to the following (Sec. 1):
- The organization demonstrates that all action has been taken to reduce the cost of providing benefits;
- The organization demonstrates that the reduction will not adversely impact the quality of and accessibility to health services; and
- Comply with any requirements set forth by the Commissioner at the time of approval being granted.
- Requires the Division of Medical Assistance and Health Services to conduct a public hearing on the the proposed reduction within 30 days of the receipt of an application before making a decision (Sec. 1).
