Vote to repass a bill, after having concurred with House amendments thereto, that increases the amount of electricity derived from solar energy that utility companies must purchase in certain years beginning January 1, 2011.

Highlights:

-Amends the renewable energy portfolio standard to increase the percentage of electricity that utility companies are required to purchase from solar energy sources as follows (Sec. 1):

    -from 0.04 percent to 0.05 percent in 2011; -from 0.06 percent to 0.1 percent in 2012; -from 0.1 percent to 0.2 percent in 2013; -from 0.15 percent to 0.3 percent in 2014; -from 0.25 percent to 0.4 percent in 2015; and -from 0.35 percent to 0.5 percent in 2016.
-Amends the penalties utility companies must pay into the Maryland Strategic Energy Investment Fund, if they fail to purchase the required minimum percentage of electricity derived from solar energy, as follows (Sec. 1):
    -Extends the penalty of $0.40 per kilowatt-hour of shortfall from 2010 to 2014; and -For 2015 and 2016, the penalty is increased from $0.25 per kilowatt-hour of shortfall to $0.35 per kilowatt-hour of shortfall.
