Vote to adopt a conference report that requires lobbyists to register and to report to the Missouri Ethics Commission all expenditures "made on behalf" of an elected official or a person connected to an elected official. The bill requires prior approval by House or Senate Administration and Account Committee for any out of state travel by State Senators, Representatives or individuals connected with them and paid for by a lobbyist. The bill also requires candidates for the State Senate, State House and statewide office to disclose campaign contributions, prohibits political party committees from donating to candidate committees, removes maximum contribution limits for most state offices, and bans the acceptance of contributions during the legislative session.
