Title: Cigarette Tax Increase

Vote to override the governor's veto and pass a bill that places a surtax of 2.5 cents on each cigarette and appropriates the revenue raised from this surtax.

Highlights:
-Authorizes that the revenue raised from the surtax be distributed as follows (Sec. 1):
    -$5 million annually to the Medical University of South Carolina Hollings Cancer Center for tobacco-related cancer research; -$5 million annually to the Smoking Prevention and Cessation Trust Fund; and -The remaining funds will be placed in South Carolina Medicaid Reserve Fund.
-Establishes the Smoking Prevention and Cessation Trust Fund for the purpose of administering a statewide smoking prevention and cessation program (Sec. 3). -Establishes the South Carolina Medical Reserve Fund for the restoration and maintenance of the Medicaid program (Sec. 3). -Specifies that the State Treasurer must direct $1 million annually for 5 fiscal years to the Department of Agriculture to assist in the marketing and branding of South Carolina grown crops and in relief from natural disasters affecting state-grown crops (Sec. 4).
