Vote to concur with House amendments and pass a bill that suspends restrictions on tax increases (Initiative 960) until January 1, 2011.

Highlights:
-Amends the effective date of the requirement that any legislative action that increases taxes must be approved by a 2/3 vote of each chamber of the legislature from July 1, 1995 to July 1, 2011 (Sec. 2). -Amends the effective date of the requirement that any legislative action that increases taxes and results in legislative expenditures in excess of the state expenditure limit must be approved by a majority of voters in the next general election from July 1, 1995 to July 1, 2011 (Sec. 2). -Establishes an effective date of July 1, 2011 for the requirement that any legislative action that increases taxes and is blocked from a public vote must be submitted to the voters for an advisory vote in the next general election (Sec. 3). -This is a substitute bill sponsored by the Senate Committee on Ways and Means.
