Title: Fiscal Year 2010 Budget Revisions: In-Home Supportive Services Fraud
Vote to pass a bill that protects individuals in In Home Support Service programs against fraud.
-Requires the application to inform recipients of the Medi-cal toll-free telephone fraud hotline and Internet Web site for reporting suspected fraud or abuse (Sec. 1). -Requires all prospective providers to complete a provider orientation at the time of enrollment, effective November 1, 2009 (Sec. 3). -Requires certain quality assurance activities to be performed, which includes the establishment of a specialized unit to ensure quality assurance and integrity (Sec. 7). -Allows the department, in consultation with the county welfare departments, to develop protocols and procedures for obtaining fingerprint images of individuals who are being assessed and reassessed (Sec. 8). -Authorizes the State Department of Health Care Services to investigate fraud in IHSS programs (Sec. 9). -Allows the department to re-adopt any emergency regulation authorized by this act that is the same as, or substantially equivalent to, an emergency regulation previously adopted under this act (Sec. 13).
