Statement from Congressman Dave Brat (R-VA) on the House's passage today of the Pain-Capable Unborn Child Protection Act:

"I was proud to cosponsor the Pain-Capable Unborn Child Protection Act, which prohibits late-term abortions after 20 weeks. Seeing the growing scientific evidence confirming that babies feel pain after 20 weeks of gestation in the womb, the House passed the bill today. H.R. 36 provides exceptions for cases of rape, incest, or when the life of the mother is threatened.

"60 percent of Americans -- a cross-section of Republicans, Democrats, and independents -- say that they support such legislation. The United States is only one of seven countries in the world that allow elective abortions after 20 weeks. Medical science is already saving premature babies who are nearly the same age.

"Just as the government has laws to protect its citizens from physical harm by others, so too, must it have laws to protect the unborn from having pain inflicted upon them. Our country was founded on the principle that all people have the right to life, liberty, and the pursuit of happiness. Life is the first and foremost of all rights."
