Mr. SAM JOHNSON of Texas. Mr. Speaker, millions of Americans who have
paid into Social Security rely on the promise that it will be there for
them when they become disabled and cannot work. Unfortunately, under
current law, some people can get both disability benefits and
unemployment benefits. That just doesn't make any sense. Disability
benefits are for those who can't work. Unemployment benefits are for
those who can work.

That is why I will be introducing commonsense legislation this week
that will help ensure Social Security disability benefits are only for
those who truly cannot work. With the disability program going broke
next year, we cannot afford to continue to allow individuals to double
dip. My bill will stop this double-dipping and will help ensure that
the disability program is there for those who truly need it.
