Statement

When Congress was debating the American Recovery and Reinvestment Act (ARRA), Ioffered an amendment to direct 10 percent ofARRA's Rural Development funds to communities where 20 percent or more of their citizens have lived below the poverty level for the last 30 years. My amendment was approved, and itworked well.

The towns of Kingstree, Bowman, Lake City, Manning, and Turbeville; and counties ofCharleston, Clarendon, Calhoun, Orangeburg, Marion and Williamsburg received funds to develop much needed water systems. Across the country, 10 -- 20 -- 30 enabled 4,655 rural communities to receive $1.7 billion for infrastructure projects many of them had been trying to get funded for years.

The ARRA has expired, but I am working with Democrats and Republicans to put 10-20-30 into other parts of the budget and make it permanent law.
