Vermonters who are so low income they qualify for "lifeline" telephone, can not afford broadband or WIFI internet. If they receive certain benefits they can only own a cheap used car under a certain dollar value, which means they have unreliable transportation that breaks down, and costs more in repairs.

Also, many Vermonters live up hills and mountains on dirt roads which need repair
in order for the Vermont economy to be improved.

Poor people find it hard if not impossible to get a credit card to buy on payments, even at Walmart. The State of Vermont should set up a credit card system for the lowest income Vermonters who are subsisting below poverty level on benefits so they can get on the internet and get to work.
