Governments are afforded the power of taxation to provide the government with the means to keep an ordered society. Tax policy should not be used to redistribute wealth, choose economic winners and losers, or to engineer society. Taxes should be kept low, simple, broad, and predictable. Government spending should not be tied to tax revenue, but should instead be tied to need for services, inflation, and population growth.
