For decades Congress has continued to expand government programs, agencies and bureaucracies, without any consideration of the costs. As Jefferson warned, allowing limitless borrowing will result in an overexpansion of government. Imposing a balanced budget requirement on Congress, will not only bring economic and fiscal stability, but will naturally constrain the growth of government.
