The Rules of the U.S. House of Representatives that were recently adopted promote transparency through enacting a "read the bill" initiative to ensure that all bills are available online for at least three days prior to a floor vote and requiring that each bill moving through Congress includes a clause citing the specific constitutional authority upon which the bill is justified.
