Rep Speier Introduces Gun TRAC Act To Restore Authority To ATF In Gun Crime Investigations

A series of 2004 amendments that weakened gun safety rules would be abolished under a new bill introduced by Congresswoman Jackie Speier (D-San Francisco/San Mateo).

The Gun Transparency and Accountability Act of 2013, H.R. 431, would once again allow ATF to use information on guns traced to crimes; it would remove the requirement that background checks be destroyed within 24 hours; and it would eliminate the ban on federally required inventory audits of gun dealerships.

Speier stated, "Public safety was dealt a low blow in 2004 with three special interest amendments that thwarted law enforcement oversight of who buys and sells guns. The Gun TRAC Act rights this wrong. While we debate what new laws should be enacted to reduce gun violence, there should be minimal objections to restoring prior practices that helped law enforcement investigate gun crimes."

The bill would also increase penalties on gun dealers that refuse to report their inventories and bar repeat-offender gun dealers whose licenses have been revoked from reapplying for a new license.
