House Majority Whip Kevin McCarthy (CA-23) gave the following remarks at today's Republican leadership press conference:

"The Budget and Accounting Act of 1921 requires that the President submit a budget to Congress by the first Monday in February. The President has had five opportunities to do it and he has missed the deadline four of the last five times.

"With our trillion dollars deficits, the one thing the American public expects is a budget. The President has had five opportunities to do it and he has missed the deadline four of the last five times. For baseball fans, that is a .200 batting average. If you are a big baseball fan you know he is at the Mendoza line. The Mendoza line is about Mario Mendoza. The Mendoza line is the point when a major league baseball player is considered incompetent as a hitter. I think the American public expects more from the President. They expect accountability."
