A vote on visas is expected in the House on Thursday. I support 25,000 to 50,000 added STEM visas so we retain talented young people trained in our universities and I am a co-sponsor of Rep. Zoe Lofgren's bill HR 6412. But there is no reason we need to cut legal immigration somewhere else to do that. If we had a clean up or down vote on STEM visas, I bet most Democrats would support it, but the zero-sum approach of the Republicans, robbing Peter of his visa so Paul waits in a shorter backlog, that will probably be less popular. A bill that is considered under "suspension" needs two-thirds to pass the House, which is a high bar. And it is not clear that this has any life in the Senate.
