Water is second only to our children as our most precious resource. For many of us, the drought has brought this problem home. We all know without an adequate water supply our economy will falter. Ute Reservoir was developed to supply water to eastern New Mexico but I also recognize the recreational value of the lake to the local economy.
However, I have a fear this reserved water will be taken by another entity in New Mexico or released down stream to Texas if not used in Eastern New Mexico. I believe in the Ute Reservoir Pipeline Project. I also believe that the reservoir minimum pool concerns of Quay County must be addressed in the Reservoir Drought Management Plan. We must continue to work with the federal government to get the pipeline project fully funded, but in the interim we need a Plan B. Senator Harden sponsored legislation which will allow present water right holders to lease their water rights to Clovis and other municipalities. I believe the pipeline construction should begin in Clovis and run north, water right holders could lease water to the Ute Water Authority, which would supply Clovis and other communities. Then, extend the pipeline as federal funds become available. We must also work together to conserve water for our future generations.
