July ended with an important victory for the coal industry. A federal judge ruled the Environmental Protection Agency (EPA) overstepped its legal authority and infringed upon the authority of states, like Kentucky, in issuing and enforcing water quality standards for surface mine permits in Appalachia. Its the second time in less than a year that the federal court has ruled the EPA out of bounds.
