Should the State invest in large energy infrastructure projects, such as hydroelectric dams, gase lines and distribution systems and electrical power interties, or should this be left to the private sector exclusively?: The State Constitution was written recognizing Alaska is a small market; it intended public / private partnerships. Small populations spread across vast, non-connected geographical areas inhibit extensive private development. For any area of Alaska to succeed, even Anchorage, the State has had to be involved.
