Brad believes Washington State needs a balanced energy and environmental policy that recognizes hydroelectricity as an abundant and renewable resource. State energy plans should also take into account a balanced mix of generating resources to meet future statewide demand. Energy supplies from tidal, solar, wind, geothermal, gas, nuclear, and biofuels will be an important part of the overall state portfolio and will help to meet state needs as the economy grows. However, Brad does not believe that it is the state's role to create incentives for certain generating resources because this can lead to unnecessary challenges in the power system.
