A recent report blamed Congress for the waste and detailed $2.9 billion in overlap in 20 homeless programs spread throughout seven different agencies. The report read, "Fragmentation and overlap in some of these programs may be due in part to their legislative creation as separate programs under the jurisdiction of several agencies. Eliminating duplication and redundant services could save billions of taxpayer dollars annually while helping agencies provide more efficient and effective services.
