I, William T. Bolling, pledge to the taxpayers of the state of Virginia that I will oppose any legislation relating to climate change that includes a net increase in state or local government revenue.

I oppose the federal energy tax (Cap and Trade) and would oppose any similar federal or state legislation that would result in a tax increase on American businesses and make them less competitive in the global marketplace.
