Jim knows that the No Child Left Behind law has strayed from its initial goal - that all children should have a chance to succeed in the public education system - and it is in need of real reform. Jim is seeking changes to the law, including:
* Giving states the flexibility to define and manage qualifications for teachers
* Adopting realistic testing standards for special education students.
* Allowing states multiple assessment measures instead of one standardized test in determining progress.
