PILT Extension a Win for Rural Wyoming Communities

Press Release

Date: March 22, 2012

Senator Enzi supported an amendment to extend full funding of the Payment in Lieu of Taxes (PILT) program for one year. The amendment was attached to the Highway and Surface Transportation bill and received considerable bipartisan support.

"PILT isn't a giveaway to our counties," said Enzi. "It is compensation for the money they lose because they are unable to tax federal lands in their borders even though they are required to provide services on those lands."

As approximately half of Wyoming is under federal control, counties are unable to obtain property tax revenue from large plots of land within their boundaries. Counties receive funds based on a congressional formula and funds are used to offset the cost of providing government services.
