Issue Position: Budget
Clark Hall will fight to balance the nation's budget as the next Congressman from the First District. One tool that may help do that is commonly called "PAYGO" legislation. Under Pay-As-You-Go-Legislation, if new initiatives are introduced, the members backing them have to directly tie them to what revenue or what cut will provide the means to pay for the respective initiatives.
Discretionary spending cuts -- including security and non-security, tax reform and reforms to the processes by which we as a country and a government do business all must be on the table if we are to cut the deficit. With the political courage to make tough decisions and the will to follow through with action, we can cut the deficit by $4 trillion over the next 10 years, stabilize the debt and maintain a debt ratio to 60 percent of GDP by 2024.
