Amendment offered by Mr. Gutierrez:

At the end of the bill before the short title, insert the following new section:

SEC. __X. None of the funds made available in this Act to the Secretary of the Treasury may be used to take any action to enforce the rule submitted by the Comptroller of the Currency relating to bank activities and regulations, published at 69 Fed. Reg. 1895 (2004) or the rule submitted by the Comptroller of the Currency relating to bank activities and regulations, published at 69 Fed. Reg. 1904 (2004).
