Feinstein Statement on Cyber Espionage Report

Senator Dianne Feinstein (D-Calif.) today released the following statement regarding a report ("Foreign Spies Stealing U.S. Economic Secrets in Cyberspace") on international cyber espionage released by the Office of the National Counterintelligence Executive, part of the Office of the Director of National Intelligence:

"This report clearly states what the Senate Intelligence Committee has known for some time: There's no question that a major cyber threat from China and Russia exists, and it has profound economic repercussions for the United States.

"I believe this report will help generate an urgency to establish an international agreement to set cyber standards and norms between nations, and I thank the Intelligence Community for producing a credible and timely document.

"During a past visit to China and in other discussions with Chinese leaders, I have been told that China would participate in efforts to develop international standards for cyber and that they believe such standards are necessary. I couldn't agree more.

"If we are to avoid overt cyber hostilities between nations, we must work as an international community. Getting more nations to sign onto the Budapest Convention--authored by the Council of Europe, the United States and other nations--is a good first step, but more aggressive actions are needed."
