Bipartisan TRAIN Act Clears House Energy Panel

Press Release

Date: July 8, 2011
Location: Washington, DC

Today, Congressman John Sullivan, Vice Chairman of the Energy and Power Subcommittee, issued the following statement after the panel passed H.R. 2401, the Transparency in Regulatory Analysis of Impacts on the Nation Act of 2011 (TRAIN Act). The bipartisan Sullivan/Matheson legislation requires an interagency committee to analyze the cumulative and incremental impacts of certain significant rules issued by the EPA in an effort to better understand how these regulations are impacting America's global economic competitiveness, electricity and fuel prices, employment, and reliability of electricity supply. The study will also analyze cumulative cost and benefit impacts and discuss the cumulative effects of EPA's rules on consumers; small businesses; state, local and tribal governments; labor markets; and agriculture.

"The Obama Administration's lack of regard for the consequences of their energy and environmental policy is killing our economy and costing American jobs. It's absurd for taxpayer funded federal agencies to impose burdensome regulations on consumers and businesses without first determining how much it's going to cost and the potential consequences it could have on our overall economy. Our national unemployment rate rose to 9.2% over the past month -- this further illustrates the need for an honest accounting of how much EPA's regulations are costing our economy and American consumers, and that is exactly what the TRAIN Act will accomplish."

H.R. 2401 passed by voice vote and will now move to the full Energy and Commerce Committee for consideration
