A strong advocate of energy efficiency, Rep. Welch is the author of legislation--based on the Vermont's successes--creating a national energy efficiency retrofit program. Welch unveiled the Retrofit for Energy and Environmental Performance (REEP) program in Burlington in March 2009 and at a Capitol Hill press conference shortly thereafter. REEP was subsequently incorporated into America's Clean Energy and Security Act, which passed the House in June.
