Reprioritize State Budget
-- Recognize that public safety, education, and infrastructure are the primary responsibilities of State government and their adequate funding is essential.
-- Divide state budget into four parts: Education, Public Safety, infrastructure, and all other parts; which must be debated and passed in that order.
Zero/Performance-Based Budgeting
-- Budget using a zero based system where each agency/department would need to justify their entire budget not just an increase.
-- Budget based on performance. Ask agency/departments what they intend to accomplish with budget. Measure the accomplishment versus projections to justify future funds.
Streamline Government
-- Pass legislation to eliminate unnecessary or redundant agencies/departments throughout State government.
-- Consolidate agencies/departments under the Governor and/or his Cabinet departments.
Five-Year Spending Freeze
-- Hold entire State budget to 2010 total spending level until 2016 budget process begins.
-- Consider the five-year freeze as a top-end, worse case scenario each year during budget process with goal being spend less than previous years.
